A person who has exceptional qualities or is kinder than they seem to be from their appearance or manner. 

“George’s voice is beautiful, but he needs to improve his dance skills. Anyway, he is a diamond in the rough.” 
“We found an old sword while visiting the castle. I think It is a diamond in the rough.”
