Empty vessels make the most noise (Empty cans rattle the most)

This saying means that, and usually, people with the least knowledge (very little knowledge)  are often those who talk the most and loudest.  So it is used to describe someone who talks a lot, but has little to contribute.

Origin
It is believed that this proverb comes from the Greek philosopher Plato. And definitely empty containers, glasses or bottles create louder noise than filled ones when blown into.
