To pay for something, especially something expensive or irrational.

“I will never ever foot the bill for your shopping again.”
“Her parents footed the bill of her fancy wheels (= slang: a car).”

Origin
Foot can also mean the lowest part of something and therefore in this idiom it refers to the bottom a column of prices on a price statement.
