The word “there” in this expression supplements a subject at the beginning of a sentence. (A sentence in English cannot start with a verb.)

There + Be + Noun + Verb with ing

If we wish to use a verb after a noun in this expression then the verb must be with ing.

There is a strange dog running up and down in our garden.

There was a woman walking down the street.
